The programme included adopting a constitutional document,
\nelecting the members of the Council, confirming the work programme and
\npassing the annual financial plan. <\/strong><\/p>\n

Today, the Slovenian Innovation Hub was established by AmCham
\nSlovenija, BTC Company, DOBA Faculty of Applied Business and Social
\nstudies, Public Company ELES, EN-FIST Centre of Excellence, Gorenje
\nCompany, Jo\u017eef Stefan Institute, National Institute of Chemistry
\nSlovenia, Krka Company, Lek Company, City Municipality of Ljubljana,
\nNational Institute of Biology, Nova Ljubljanska Banka bank, Slovenian
\nTool and Die Development Centre TECOS, Riko Company, Regional
\nDevelopment Agency of the Ljubljana Urban Region, Slovene Export and
\nDevelopment Bank SID, Slovenian Business & Research Association,
\nŠpica International, Technology Park Ljubljana, Telekom Slovenije
\nCompany, Trimo Company, and University of Ljubljana.<\/p>\n

The co-founders of the Slovenian Innovation Hub elected the members
\nof the Council: Jadran Lenar\u010di\u010d, PhD, Director of Jo\u017eef Stefan
\nInstitute,Tamara Turnšek Lah, PhD, Director of National Institute of
\nBiology, Ivan Svetlik, PhD, Rector of the University of Ljubljana, Zoran
\nJankovi\u010d, Mayor of the City Municipality of Ljubljana, Sibil Svilan,
\nMSc, President of the SID Bank Management Board, Lilijana Madjar, MSc,
\nDirector of the Regional Development Agency of the Ljubljana Urban
\nRegion, Franc Malis, Head of Organisation, Development and New Media
\nSector at the BTC Company, Boštjan Pe\u010dnik, Executive Director for
\nDevelopment at the Gorenje Company, and Darja Fer\u010dej Temeljotov, PhD,
\nHead of Innovation and Continuous Improvement at the Lek Company.<\/p>\n

In their work programme the co-founders committed themselves to
\npresent concrete developmental projects of partners and create value
\nchains as well as to be actively involved and co-operate in the
\npreparations of Slovenia’s long-term programmes.  
\nA comprehensive
\nanalysis of the current situation at the University, in companies and on
\nthe state level has shown that the size of the Slovenian economy and
\nits distinct fragmentation present one of the most demanding challenges
\nfor a successful knowledge transfer and the realisation of good ideas.
\nThat is why the idea of a Slovenian hub of innovations is primarily
\nbased on integration – the integration of research and developmental
\ngroups from different institutions and companies into a group that
\nreaches a critical mass, the integration of companies into a group that
\nis able to organise and realise a project, and the integration of
\ndifferent financing sources on a scale that ensures the realisation of a
\nproject and its survival during the most critical stages of its
\nformation.
\nThe most successful countries are focusing all their
\nefforts on strengthening their innovation capabilities, adopting the
\nnecessary strategies and successfully carrying out the measures
\nimportant for realising their goals. For instance, the German government
\nadopted a resolution last December to extend the “Excellence
\nInitiative” even after 2017, for which it initially assigned 4.6 billion
\nEuros for a period of ten years. In June 2013, the Japanese government
\nadopted a directive of becoming “the most innovation-friendly country in
\nthe world”. With this goal in mind, the country set out to achieve
\njoint investments in research and development at the level of 4 % of GDP
\n(currently surpassed only by Israel, with Nordic countries at the level
\nof 3 % and the European average at 2 %). Korea, the most successful
\nknowledge-based economy according to many indicators, has also set a
\nhigh goal of 4 % of GDP when it comes to investing into research and
\ndevelopment activities.<\/p>\n

It is known that in recent years this percentage has been dropping in
\nSlovenia, with a major problem being the fragmentation of our research
\nand developmental capabilities, which also presents impairment in
\nachieving international excellence. What should be created are the
\nconditions for the effective encouragement of creativity, innovations
\nand entrepreneurship.<\/p>\n

Therefore, the newly established Slovenian Innovation Hub will
\noperate foremost as a connection and encouragement for the developmental
\nand research teams in the academic and business spheres. As part of the
\npriority areas of Slovenian Smart Specialisation Strategy, the Hub will
\nhelp elucidate the capabilities and plan projects that will build on
\nthe already achieved and developing areas of excellent knowledge and
\ntechnologies with a goal of developing and launching new products and
\nservices in Slovenia as well as abroad, ensuring new job positions with a
\nhigh level of added value and encouraging the establishment of new
\ncompanies. The primary goal is to contribute to the development of
\nknowledge-based economy and to raise Slovenia’s international
\ncompetitiveness.
\nThe Innovation Hub will stand for all innovation
\nfactors and will emphasize the modernisation and elaboration of our
\nsupport system (already in September there will be a consultation
\norganised) as well as a link between similar innovation teams and the
\ncentres of excellence in the wider region and across the world. The Hub
\nwill also assist in gathering financial resources needed for the
\nrealisation of individual projects.<\/p>\n

The Hub is not merely one in a row of countless institutions but a
\ntrue core of efforts and integration. It will incorporate only 2 or 3
\npeople, whose expenses will be covered by the membership fees of the
\nmembers of the Hub. Partners will manage all the projects and will among
\nthemselves select a coordinator, as well as reach independent decisions
\nwhether and which services the team at the Hub’s office could provide
\nfor them.
\nThe next step after today’s assembly will be acquiring the
\nconsent from the Government of the Republic of Slovenia (necessary for
\nall public research organisations and institutes) and forming a European
\nEconomic Interest Grouping.<\/p>\n

In its first year, the Hub will operate as a virtual community of
\nresearch, development and financial institutions and companies. On the
\nbasis of the previously acquired knowledge and market interests of
\ncompanies, there will be initiatives for projects that after detailed
\nanalyses will be restructured into independent projects with
\ntransparently defined goals, own management and finances. The Hub will
\ntherefore perform tasks, best defined by the name itself – it will
\ncatalyse the integration, define common interests, catalyse the forming
\nof independent projects and mediate the search for financial resources
\nas well as overcome the superfluous administrative or legislative
